agreed with both Classy and Spectrum. I'd also like to add that you should report to both WU and the credit card company about the fraud. Be sure to have the CC company send you a new card with different #'s on it so he can not do anything with it in the future.
The fact is there are very few people in Africa from the USA and if for some reason they need money they have a company and/or family and friends they can get money from.
I can't speak for authorities anywhere else in the world, but in the USA given the circumstances they are generally knowledgeable you are a victim.
to reiterate what Louise said, never send money to anyone you do not know. It is no different than handing it to someone on the street you don't know and expecting them to return with a product for you.
